A health system, health care system or healthcare system is an organization of people, institutions, and resources that delivers health care services to meet the health needs of target populations. There is a wide variety of health systems around the world, with as many histories and organizational structures as there are nations. Implicitly, nations must design and develop health systems in accordance with their needs and resources, although common elements in virtually all health systems are primary healthcare and public health measures.
Democracy (from dēmokratía, dēmos 'people' and kratos 'rule') is a system of government and form of liberalism in which state power is vested in the people, or the general population of a state based on principles of liberty and free will. According to the United Nations, democracy "provides an environment that respects human rights and fundamental freedoms, and in which the freely expressed will of people is exercised." In a direct democracy, the people have the direct authority to deliberate and decide legislation.
In common usage and medicine, health, according to the World Health Organization, is "a state of complete physical, mental and social well-being and not merely the absence of disease and infirmity". A variety of definitions have been used for different purposes over time. Health can be promoted by encouraging healthful activities, such as regular physical exercise and adequate sleep, and by reducing or avoiding unhealthful activities or situations, such as smoking or excessive stress.
Single-payer healthcare is a type of universal healthcare in which the costs of essential healthcare for all residents are covered by a single public system (hence "single-payer"). Single-payer systems may contract for healthcare services from private organizations (as is the case in Canada) or may own and employ healthcare resources and personnel (as is the case in the United Kingdom). "Single-payer" describes the mechanism by which healthcare is paid for by a single public authority, not a private authority, nor a mix of both.
E-democracy (a blend of the terms electronic and democracy), also known as digital democracy or Internet democracy, uses information and communication technology (ICT) in political and governance processes. The term is credited to digital activist Steven Clift. By using 21st-century ICT, e-democracy seeks to enhance democracy, including aspects like civic technology and E-government. Proponents argue that by promoting transparency in decision-making processes, e-democracy can empower all citizens to observe and understand the proceedings.
