This lecture discusses the responsibility of stakeholders, particularly multilateral organizations and governments, in creating an enabling environment for social innovation in health projects. It covers promoting social innovation, disseminating approaches, fostering partnerships, leveraging resources, and building capacity. The importance of involving end users and policy decision makers is highlighted through a case study of the Rwandan Ministry of Health.
