This lecture focuses on the analysis of institutional, organizational, and financial issues in metropolitan governance. It covers the evolution of metropolitan systems, the use of ICTs for smart cities, financing schemes for urban mobility, and financial challenges cities face, illustrated by the example of Detroit. Additionally, two case studies are presented: one on the governance of risks in Istanbul, particularly related to earthquakes, and another on the unique urban system of a city-state like Singapore.
