Proposed following the often bitter 1787–88 debate over the ratification of the Constitution and written to address the objections raised by Anti-Federalists, the Bill of Rights amendments add to the Constitution specific guarantees of personal freedoms and rights, clear limitations on the government's power in judicial and other proceedings, and explicit declarations that all powers not specifically granted to the federal government by the Constitution are reserved to the states or the people.

Patrick HenryPatrick Henry (May 29, 1736 - June 6, 1799) was an American politician, planter and orator who declared to the Second Virginia Convention (1775): "Give me liberty, or give me death!" A Founding Father, he served as the first and sixth post-colonial Governor of Virginia, from 1776 to 1779 and from 1784 to 1786. A native of Hanover County, Virginia, Henry was primarily educated at home. After an unsuccessful venture running a store, as well as assisting his father-in-law at Hanover Tavern, he became a lawyer through self-study.

It was adopted on July 4, 1776 by the Second Continental Congress meeting at the Pennsylvania State House, later renamed Independence Hall, in Philadelphia. The declaration explains to the world why the Thirteen Colonies regarded themselves as independent sovereign states no longer subject to British colonial rule.
