Advocates claim this pricing strategy regulates demand, making it possible to manage congestion without increasing supply.
Road pricingRoad pricing (also road user charges) are direct charges levied for the use of roads, including road tolls, distance or time-based fees, congestion charges and charges designed to discourage the use of certain classes of vehicle, fuel sources or more polluting vehicles. These charges may be used primarily for revenue generation, usually for road infrastructure financing, or as a transportation demand management tool to reduce peak hour travel and the associated traffic congestion or other social and environmental negative externalities associated with road travel such as air pollution, greenhouse gas emissions, visual intrusion, noise pollution and road traffic collisions.
Electronic toll collectionElectronic toll collection (ETC) is a wireless system to automatically collect the usage fee or toll charged to vehicles using toll roads, HOV lanes, toll bridges, and toll tunnels. It is a faster alternative which is replacing toll booths, where vehicles must stop and the driver manually pays the toll with cash or a card. In most systems, vehicles using the system are equipped with an automated radio transponder device.
Automatic number-plate recognitionAutomatic number-plate recognition (ANPR; see also other names below) is a technology that uses optical character recognition on images to read vehicle registration plates to create vehicle location data. It can use existing closed-circuit television, road-rule enforcement cameras, or cameras specifically designed for the task. ANPR is used by police forces around the world for law enforcement purposes, including checking if a vehicle is registered or licensed.

Government incentives for plug-in electric vehiclesGovernment incentives for plug-in electric vehicles have been established around the world to support policy-driven adoption of plug-in electric vehicles. These incentives mainly take the form of purchase rebates, tax exemptions and tax credits, and additional perks that range from access to bus lanes to waivers on fees (charging, parking, tolls, etc.). The amount of the financial incentives may depend on vehicle battery size or all-electric range. Often hybrid electric vehicles are included.
Mayor of LondonThe mayor of London is the chief executive of the Greater London Authority. The role was created in 2000 after the Greater London devolution referendum in 1998, and was the first directly elected mayor in the United Kingdom. The current mayor is Sadiq Khan, who took office on 9 May 2016. It is a form of road pricing typically implemented to help recoup the costs of road construction and maintenance. Toll roads have existed in some form since antiquity, with tolls levied on passing travelers on foot, wagon, or horseback; a practice that continued with the automobile, and many modern tollways charge fees for motor vehicles exclusively.
Electric carAn electric car or electric vehicle (EV) is an automobile that is propelled by one or more electric traction motors, using only energy stored in batteries. Compared to conventional internal combustion engine (ICE) vehicles, electric cars are quieter, more responsive, have superior energy conversion efficiency and no exhaust emissions and lower overall vehicle emissions (however the power plant supplying the electricity might generate its own emissions).
M25 motorwayThe M25 or London Orbital Motorway is a major road encircling most of Greater London. The motorway is one of the most important roads in the UK and one of the busiest. Margaret Thatcher opened the final section in 1986, making the M25 the longest ring road in Europe upon opening. The Dartford Crossing completes the orbital route but is not classed as motorway; it is classed as a trunk road and designated as the A282. In some cases, including notable legal contexts such as the Communications Act 2003, the M25 is used as a de facto alternative boundary for Greater London.
