GrassrootsA grassroots movement is one that uses the people in a given district, region or community as the basis for a political or economic movement. Grassroots movements and organizations use collective action from the local level to implement change at the local, regional, national, or international levels. Grassroots movements are associated with bottom-up, rather than top-down decision-making, and are sometimes considered more natural or spontaneous than more traditional power structures.

Born into a family of cotton farmers in Haskell, Texas, Perry graduated from Texas A&M University in 1972 and entered into the United States Air Force, serving a five-year stint and achieving the rank of captain.

It differs from but often goes hand-in-hand with voter suppression. What exactly constitutes electoral fraud varies from country to country. Electoral legislation outlaws many kinds of election fraud, but other practices violate general laws, such as those banning assault, harassment or libel.
