Government in exile
A government in exile (abbreviated as GiE) is a political group that claims to be a country or semi-sovereign state's legitimate government, but is unable to exercise legal power and instead resides in a foreign country. Governments in exile usually plan to one day return to their native country and regain formal power. A government in exile differs from a rump state in the sense that the latter controls at least part of its former territory.

The Black Book of Communism: Crimes, Terror, Repression is a 1997 book by Stéphane Courtois, Andrzej Paczkowski, Nicolas Werth, Jean-Louis Margolin, and several other European academics documenting a history of political repression by communist states, including genocides, extrajudicial executions, deportations, and deaths in labor camps and artificially created famines. The book was originally published in France as Le Livre noir du communisme: Crimes, terreur, répression by Éditions Robert Laffont.
