Carnivore (software)
Carnivore, later renamed DCS1000, was a system implemented by the Federal Bureau of Investigation (FBI) that was designed to monitor email and electronic communications. It used a customizable packet sniffer that could monitor all of a target user's Internet traffic. Carnivore was implemented in October 1997. By 2005 it had been replaced with improved commercial software. Carnivore grew out of an earlier FBI project called "Omnivore", which itself replaced an older undisclosed (at the time) surveillance tool migrated from the US Navy by FBI Director of Integrity and Compliance, Patrick W.

Primarily based at "The Doughnut" in the suburbs of Cheltenham, GCHQ is the responsibility of the country's Secretary of State for Foreign and Commonwealth Affairs (Foreign Secretary), but it is not a part of the Foreign Office and its Director ranks as a Permanent Secretary.

Person of the Year (called Man of the Year or Woman of the Year until 1999) is an annual issue of the American news magazine and website Time featuring a person, a group, an idea, or an object that "for better or for worse ... has done the most to influence the events of the year". The editors of Time magazine select the featured subject, though the Time website also runs an annual reader's poll that has no effect on the selection. The tradition of selecting a "Man of the Year" began in 1927, with Time editors contemplating the news makers of the year.
Classified information
Classified information is material that a government body deems to be sensitive information that must be protected. Access is restricted by law or regulation to particular groups of people with the necessary security clearance and need to know, and mishandling of the material can incur criminal penalties. A formal security clearance is required to view or handle classified material. The clearance process requires a satisfactory background investigation.
Security clearance
A security clearance is a status granted to individuals allowing them access to classified information (state or organizational secrets) or to restricted areas, after completion of a thorough background check. The term "security clearance" is also sometimes used in private organizations that have a formal process to vet employees for access to sensitive information. A clearance by itself is normally not sufficient to gain access; the organization must also determine that the cleared individual needs to know specific information.
Julian Assange
Julian Paul Assange (əˈsɑːnʒ ; Hawkins; born 3 July 1971) is an Australian editor, publisher, and activist who founded WikiLeaks in 2006. He came to wide international attention in 2010 when WikiLeaks published a series of leaks from US Army intelligence analyst Chelsea Manning: footage of an airstrike in Baghdad, military logs from the Afghanistan and Iraq wars, and US diplomatic cables. Chelsea Elizabeth Manning (born Bradley Edward Manning, December 17, 1987) is an American activist and whistleblower. She is a former United States Army soldier who was convicted by court-martial in July 2013 of violations of the Espionage Act and other offenses, after disclosing to WikiLeaks nearly 750,000 classified, or unclassified but sensitive, military and diplomatic documents. She was imprisoned from 2010 until 2017 when her sentence was commuted by President Barack Obama.

The United States government classification system is established under Executive Order 13526, the latest in a long series of executive orders on the topic beginning in 1951. Issued by President Barack Obama in 2009, Executive Order 13526 replaced earlier executive orders on the topic and modified the regulations codified to 32 C.F.R. 2001.
