State of emergencyA state of emergency is a situation in which a government is empowered to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state during a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other biosecurity risk. Under international law, rights and freedoms may be suspended during a state of emergency, depending on the severity of the emergency and a government's policies.

United States Secret ServiceThe United States Secret Service (USSS or Secret Service) is a federal law enforcement agency under the Department of Homeland Security charged with conducting criminal investigations and protecting U.S. political leaders, their families, and visiting heads of state or government. Until 2003, the Secret Service was part of the Department of the Treasury, as the agency was founded in 1865 to combat the then-widespread counterfeiting of U.S. currency. President Abraham Lincoln signed the legislation on April 14, 1865, just a few hours before he was assassinated.
