In the paper at hand, we study how the young Swiss republic in the late 19th century, which was in a political situation that objected to direct intervention and was deeply skeptical with regard to a centralized state in general, found a way to manifest itself in its major cities. We put forward the hypothesis that this process of manifestation relied on a powerful social technology: the architectural competition. Our argument will mainly trace the constitution of architectural competitions as a regulatory device, as an ensemble of "forces of becoming" constituted by the interplay between a specific constellation of discourses, knowledge-based practices, spatial settings, architectural expressions, and professional networks. By conceptualizing the agency of the processes studied as a Foucauldian dispositif, we also aim at: contributing to the recent debate on alternative theoretical conceptions in research on architecture and planning. Empirically, we will focus on competitions for the federal post offices of Lucerne (1885), St.Gallen (1885), Geneva (1888), Zurich (1892), Neuchatel (1892),Winterthur (1894), Lausanne (1894), Schaffhausen (1898), Berne (1898) and Chur (1899).

This study analyzes three project process for the reconstruction of urban areas destroyed by natural disaster or armed conflict: the village of Gondo in Switzerland, partially destroyed by a landslide, has been refurbished following an architectural competition; the city of Gibellina in Sicily, devastated by an earthquake, was rebuilt on another site by the Italian state; the Palestinian camp of Nahr el-Bared camp in Lebanon destroyed by the Lebanese army, is about to be rebuilt on the basis of a plan developed with the participation of residents. It appears that if the "users" are not active in the planning process it is likely to be inappropriate to their needs and therefore be rejected. Further more, it can be noticed that planners rarely have the means and knowledge necessary for such collaboration. This paper describes the nature of cultural reconstruction project by supporting that it must consider the relationship that people have with the place to rebuild. It addresses two major aspects of this relationship: memory and risk management. The first correspond to the need for commemoration and refers to the place as an identity component of the community. The second requires that we consider the risk as a social construction. We can then integrate risk management, taking into account the cultural dimension, in the reconstruction project to improve the resilience of the community. This research lead to the idea that these aspects can be incorporated into the planning process by using a mind map, that is to say a redrawing on the basis of memory of the place as it was before the disaster. This tool can allow the coproduction of the reconstruction project.

Point of entry to the Ecole Polytechnique Fédérale de Lausanne (EPFL), the Learning Center will be a place to learn, to obtain information, and to live. Replacing and improving the old main library, this new building will gradually assimilate all EPFL department libraries collections and services, as they are integrated into a global information system. Conceived as the place for those who are learning, mainly students, who have no personal working area on the campus, it is designed to adapt itself to the ‘seasons’ of academic life throughout the year (flexibility and modularity of rooms, extended opening hours during exam periods). It will take into account group working habits (silence vs. noise), changes in the rhythm of student life (meals, working alone, discussions, etc.), and other environmental factors. Of course the needs of EPFL staff and alumni, local industry and citizens have also been carefully considered in the design. By offering a multitude of community functions, such as a bookshop, cafeteria and restaurant services, and rooms for relaxation and discussion, the Learning Center will link the campus to the city. Areas devoted to exhibition and debate will also be included, enforcing its role as an interactive science showcase, in particular for those technologies related to the research and teaching of the EPFL. The presentation described the process and steps towards the actual realisation of such a vital public space: from the programme definition to the collaboration with the bureau of architects (SAANA, Tokyo) who won the project competition, the speakers showed what are the challenges and lessons already taken when working on this major piece of architecture, indeed the heart of the transformation of the technical school build in the 1970s into a real 2000s campus.
