The state consists of the city of Bremen and its seaport exclave, Bremerhaven, surrounded by the larger state of Lower Saxony in northern Germany. The state of Bremen consists of two non-contiguous territories.
MindenMinden (ˈmɪndn) is a middle-sized town in the very north-east of North Rhine-Westphalia, Germany, the largest town in population between Bielefeld and Hanover. It is the capital of the district (Kreis) of Minden-Lübbecke, which is part of the region of Detmold. The town extends along both sides of the River Weser, and is crossed by the Mittelland Canal, which crosses the river on the Minden Aqueduct.
BremerhavenBremerhaven (ˌbʁeːmɐˈhaːfn̩, Bremener Harbour; Bremerhoben) is a city at the seaport of the Free Hanseatic City of Bremen, a state of the Federal Republic of Germany. It forms a semi-enclave in the state of Lower Saxony and is located at the mouth of the Weser on its eastern bank, opposite the town of Nordenham. Though a relatively new city, it has a long history as a trade port and today is one of the most important German ports, playing a role in Germany's trade.
WeserThe Weser (ˈveːzɐ) is a river of Lower Saxony in north-west Germany. It begins at Hannoversch Münden through the confluence of the Werra and Fulda. It passes through the Hanseatic city of Bremen. Its mouth is further north against the ports of Bremerhaven and Nordenham. The latter is on the Butjadingen Peninsula. It then merges into the North Sea via two highly saline, estuarine mouths. It connects to the canal network running east-west across the North German Plain.
OktoberfestOktoberfest (ɔkˈtoːbɐˌfɛst; Wiesn, Oktobafest) is the world's largest Volksfest, featuring a beer festival and a travelling carnival. It is held annually in Munich, Bavaria, running from mid- or late-September to around the first Sunday in October, with more than six million international and national visitors attending the event. Locally, it is called d'Wiesn, after the colloquial name for the fairgrounds, Theresienwiese. Oktoberfest is an important part of Bavarian culture, having been held since the year 1810.

Hamburg's urban area has a population of around 2.5 million and is part of the Hamburg Metropolitan Region, which has a population of over 5.1 million people in total.
