Committees of the European ParliamentThe committees of the European Parliament are designed to aid the European Commission in initiating legislation. Standing committees are made up of Members of the European Parliament (MEPs), who are directly elected to the seats in the European Parliament by the electorate. Each committee has a chairman and four vice-chairmen, along with numerous committee members. Each committee also has substitute members. Reports are usually compiled by a rapporteur, who is appointed by the chairman of the committee, selected from amongst the members or permanent substitutes.

Grand coalitionA grand coalition is an arrangement in a multi-party parliamentary system in which the two largest political parties of opposing political ideologies unite in a coalition government. Occasionally circumstances arise in which normally opposing parties may find it desirable to form a government together. For example, in a national crisis such as a war or depression, people may feel a need for national unity and stability that overcomes ordinary ideological differences.
Common Fisheries PolicyThe Common Fisheries Policy (CFP) is the fisheries policy of the European Union (EU). It sets quotas for which member states are allowed to catch each type of fish, as well as encouraging the fishing industry by various market interventions. In 2004 it had a budget of €931 million, approximately 0.75% of the EU budget. When it came into force in 2009, the Treaty of Lisbon formally enshrined fisheries conservation policy as one of the handful of "exclusive competences" reserved for the European Union, to be decided by Qualified Majority Voting.
