This lecture discusses the restructuring of the precarious El Mina district in Nouakchott, focusing on its size, population, living conditions, and the unique institutional framework involving various stakeholders such as the State, World Bank, and local authorities. It also covers the strategy implemented, which includes land ownership access, household compensation, and housing programs. The meticulous preparation and phased implementation from 2000 to 2008 are highlighted, leading to the relocation of thousands of households and the development of essential infrastructure. The achieved results include the resettlement of 7,000 households, infrastructure improvements, and a significant investment. The lecture concludes with insights on household and shack census, emphasizing the collaborative efforts of multiple partners in sustainable higher education development in Africa.
