Abstract

Les neufs cités ouvrières construites de 1951 à 1977 à Caoyang (Shanghai, Chine) symbolisent une territorialisation de l'idéologie maoïste. Cet ensemble, utopie prolétaire, destiné aux “travailleurs modèles”, implanté à l'époque hors de la ville, se retrouve aujourd'hui largement rattrapé par l'extension de la ville. En partie patrimoine national, cet ensemble urbain bigarré est composé tantôt du tissu urbain des cités ouvrières de l'époque, tantôt de promotions immobilières plus récentes. La période actuelle est un moment charnière, entre une assimilation complète dans le tissu générique shanghaien ou une amplification des conditions de la réalité par la mise en valeur de la tranche d'histoire qu'il incarne. Si nous ne pouvons garantir la permanence du bâti, le tracé circulaire de la rivière est une accroche significative pour identifier le quartier et mettre en valeur, par un élément unifiant, les potentiels et qualités émergeant d'une telle hétérogénéité spatiale et temporelle. Le projet propose alors la revitalisation du lit de la rivière par une série d'actions complexes, qui seront parfois permanentes, parfois temporaires, évolueront dans le temps et s'adapteront aux besoins et aux attentes de la population locale et de celle plus étendue de la ville de Shanghai. L'intervention consiste en l'installation d'une série de programmes publics construits mais aussi l'aménagement du lit de la rivière.
