Secteur non constitué en municipalité

Selon les lois de certains pays, un secteur non constitué en municipalité est une partie du territoire qui ne fait partie d'aucune municipalité. Cette situation peut se rencontrer notamment dans le cas de zones désertiques ou de communautés fiscalement très endettées. Par pays Allemagne La grande majorité de l'Allemagne est divisée en communes (en Gemeinden), les collectivités territoriales constituant l'échelon de base des divisions administratives. Les dérogations prévues au droit administratif sont appelées gemeindefreie Gebiete (ou au singulier gemeindefreies Gebiet) – en français : domaine sans municipalité – ne faisant partie d’aucune commune. Il s'agit le plus souvent de secteurs inhabités comme des zones forestières, des espaces aquatiques ou des sites d'entraînement militaire. Technical and Economical Assessment of HTS Cables

Besides the option of HTS cables as retrofit elements in densely populated areas, the technically most attractive aspect of HTS is the possibility of high power transmission at reduced voltage. In this paper we concentrate on this second aspect. High power/low voltage HTS lines are analysed from the technical and economical point of view in two case studies: (i) a 110 kV/1 GVA transalpine line replacing a 380 kV overhead line and (ii) a 30 km/600 MVA line connecting a nuclear power plant with a densely populated area. The technical analysis shows that high power cables at reduced voltages (>20 kV) and with acceptable electrical properties (losses, dimensions, reactive power) are technically feasible. In the economical analysis, the life cycle costs of the different scenarios are calculated including the investment and operation costs of the cable, the undergrounding costs and the costs of secondary equipment (fault current limiter, converter, cooling). The analysis shows that the DC HTS line can be interesting, whereas the AC HTS cable systems can hardly compete economically with conventional AC cable installations.

Exciton-polariton spin switches

Integrated switching devices comprise the building blocks of ultrafast optical signal processing(1,2). As the next stage following intensity switching(1,3,4), circular polarization switches(5-9) are attracting considerable interest because of their applications in spin-based architectures(10). They usually take advantage of nonlinear optical effects, and require high powers and external optical elements. Semiconductor microcavities provide a significant step forward due to their low-threshold, polarization-dependent, nonlinear emission(11,12), fast operation(13) and integrability. Here, we demonstrate a non-local, all-optical spin switch based on exciton-polaritons in a semiconductor microcavity. In the presence of a sub-threshold pump laser (dark regime), a tightly localized probe induces the switch-on of the entire pumped area. If the pump is circularly polarized, the switch is conditional on the polarization of the probe, but if it is linearly polarized, a circularly polarized probe fully determines the final polarization of the pumped area. These results set the basis for the development of spin-based logic devices, integrated in a chip(14).
