This lecture discusses the impact of expanding highways on traffic congestion, using examples like the M25 in London. While adding lanes may temporarily ease traffic, it often leads to more congestion in the long run due to factors like induced demand and the Zavi conjecture. Instead of solely relying on highway expansion, alternative solutions such as implementing tolls at city entrances or reducing highway speeds are proposed.
