Kerala
Kerala (ˈkɛrələ ; ke:ɾɐɭɐm) is a state on the Malabar Coast of India. It was formed on 1 November 1956, following the passage of the States Reorganisation Act, by combining Malayalam-speaking regions of the erstwhile regions of Cochin, Malabar, South Canara, and Travancore. Spread over , Kerala is the 21st largest Indian state by area. It is bordered by Karnataka to the north and northeast, Tamil Nadu to the east and south, and the Lakshadweep Sea to the west.
Prefecture
A prefecture (from the Latin praefectura) is an administrative jurisdiction traditionally governed by an appointed prefect. This can be a regional or local government subdivision in various countries, or a subdivision in certain international church structures, as well as in antiquity a Roman district. Prefecture originally refers to a self-governing body or area since the tetrarchy, when Emperor Diocletian divided the Roman Empire into four districts (each divided into dioceses), grouped under a Vicarius (a number of Roman provinces, listed under that article), although he maintained two pretorian prefectures as an administrative level above the also surviving dioceses (a few of which were split).
State of emergency
A state of emergency is a situation in which a government is empowered to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state during a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other biosecurity risk. Under international law, rights and freedoms may be suspended during a state of emergency, depending on the severity of the emergency and a government's policies.
Comune
A comune (koˈmuːne; plural: comuni koˈmuːni) is an administrative division of Italy, roughly equivalent to a township or municipality. It is the third-level administrative division of Italy, after regions (regioni) and provinces (province). The comune can also have the title of città ('city'). Formed praeter legem according to the principles consolidated in medieval municipalities, the comune is provided for by art. 114 of the Constitution of Italy. It can be divided into frazioni, which in turn may have limited power due to special elective assemblies.
County
A county is a geographic region of a country used for administrative or other purposes in some modern nations. The term is derived from the Old French comté denoting a jurisdiction under the sovereignty of a count (earl) or a viscount. Literal equivalents in other languages, derived from the equivalent of "count", are now seldom used officially, including comté, contea, contado, comtat, condado, Grafschaft, graafschap, and zhupa in Slavic languages; terms equivalent to 'commune' or 'community' are now often instead used.
Local government
Local government is a generic term for the lowest tiers of public administration within a particular sovereign state. This particular usage of the word government refers specifically to a level of administration that is both geographically localised and has limited powers. While in some countries, "government" is normally reserved purely for a national administration (government) (which may be known as a central government or federal government), the term local government is always used specifically in contrast to national government – as well as, in many cases, the activities of sub-national, first-level administrative divisions (which are generally known by names such as cantons, provinces, states, oblasts, or regions).
Public utility
A public utility company (usually just utility) is an organization that maintains the infrastructure for a public service (often also providing a service using that infrastructure). Public utilities are subject to forms of public control and regulation ranging from local community-based groups to statewide government monopolies. Public utilities are meant to supply goods/services that are considered essential; water, gas, electricity, telephone, and other communication systems represent much of the public utility market.

Municipality
A municipality is usually a single administrative division having corporate status and powers of self-government or jurisdiction as granted by national and regional laws to which it is subordinate. The term municipality may also mean the governing body of a given municipality. A municipality is a general-purpose administrative subdivision, as opposed to a special-purpose district. The term is derived from French municipalité and Latin municipalis.
City
A city is a human settlement of a notable size. It can be defined as a permanent and densely settled place with administratively defined boundaries whose members work primarily on non-agricultural tasks. Cities generally have extensive systems for housing, transportation, sanitation, utilities, land use, production of goods, and communication. Their density facilitates interaction between people, government organizations, and businesses, sometimes benefiting different parties in the process, such as improving the efficiency of goods and service distribution.
