The term may extend to both grey and black markets online and offline. For many years, the burgeoning dark web market remained niche, available only to those in-the-know or well-funded. Since at least 2005, governments including the United States, United Kingdom, Russia, France, and Israel have been buying exploits from defence contractors and individual hackers.

Computer emergency response teamA computer emergency response team (CERT) is an expert group that handles computer security incidents. Alternative names for such groups include cyber emergency response team, computer emergency readiness team, and computer security incident response team (CSIRT). A more modern representation of the CSIRT acronym is Cyber Security Incident Response Team. The name "Computer Emergency Response Team" was first used in 1988 by the CERT Coordination Center (CERT-CC) at Carnegie Mellon University (CMU).
ARP spoofingIn computer networking, ARP spoofing, ARP cache poisoning, or ARP poison routing, is a technique by which an attacker sends (spoofed) Address Resolution Protocol (ARP) messages onto a local area network. Generally, the aim is to associate the attacker's MAC address with the IP address of another host, such as the default gateway, causing any traffic meant for that IP address to be sent to the attacker instead. ARP spoofing may allow an attacker to intercept data frames on a network, modify the traffic, or stop all traffic.

BotnetA botnet is a group of Internet-connected devices, each of which runs one or more bots. Botnets can be used to perform Distributed Denial-of-Service (DDoS) attacks, steal data, send spam, and allow the attacker to access the device and its connection. The owner can control the botnet using command and control (C&C) software. The word "botnet" is a portmanteau of the words "robot" and "network". The term is usually used with a negative or malicious connotation.
