The commune of Papeete is located on the island of Tahiti, in the administrative subdivision of the Windward Islands, of which Papeete is the administrative capital. The French High Commissioner also resides in Papeete. It is the primary center of Tahitian and French Polynesian public and private governmental, commercial, industrial and financial services, the hub of French Polynesian tourism and a commonly used port of call.

It is located in the central part of the Pacific Ocean and the nearest major landmass is Australia. Divided into two parts, Tahiti Nui (bigger, northwestern part) and Tahiti Iti (smaller, southeastern part), the island was formed from volcanic activity; it is high and mountainous with surrounding coral reefs.

A flag carrier is a transport company, such as an airline or shipping company, that, being locally registered in a given sovereign state, enjoys preferential rights or privileges accorded by the government for international operations. Historically, the term was used to refer to airlines owned by the government of their home country and associated with the national identity of that country. Such an airline may also be known as a national airline or a national carrier, although this can have different legal meanings in some countries.
