Prevention of forest fires in a changing climatic context in Ticino, southern Switzerland

Switzerland is not a place commonly associated with forest fires, unlike many areas of the nearby Mediterranean Basin. However, in this Alpine country, forest fires occur every year and destroy forests that fulfil various functions, the most socially and economically important of which is protection from natural hazards. Canton Ticino is the most affected by forest fires. The protective function is of vital importance for local communities. Most of Ticino's population lives in valley bottoms, where most transportation infrastructures are built, and without forests these are vulnerable to mass flows. In Ticino, forest fires occur mostly during the winter/spring season when dry conditions occur due to low precipitation and strong Foehn events. At this time, deciduous trees have shed their leaves and there is an important seasonal accumulation of dry litter on the forest floor. Fuel load has also increased over recent decades due to the abandonment, since about 1960, of traditional agro-forestry activities that removed dead wood, dry leaves and forage grass from the forest. Fuel in the forest is particularly flammable during the dry winter and leads to very high fire risks. Climate change has contributed to increasingly fire-prone conditions over the past decades and may also have had an effect on forest composition. Most Ticinese forest fires are anthropogenically triggered and negligence is the primary cause of fires. The only natural cause of fire is lightning, which affects forests particularly during summer, when heavy storms occur. This dissertation aimed at gaining a better scientific understanding of the interactions between landscapes, humans and forest fires in the context of climate change, in order to prescribe recommendations to achieve forest fire prevention and diminish fire related risks. We focused on the mechanisms leading to forest fires and adopted an integrated approach, which necessitated the use of a variety of methods: i) climate trend analyses, ii) flammability tests using a standardised ignition apparatus and a thermo-gravimetric analyser, iii) qualitative social science methods using focus groups and semi-structured interview techniques, iv) quantitative social science methods by means of a questionnaire. The results suggest that climate has changed in recent decades with more frequent and intense fire-prone conditions. Minimum and maximum temperatures have both increased significantly and relative humidity has decreased significantly for all daily measures during fire season. The present study suggests that fire-prone conditions are likely to become even more acute. Climate also has an important impact on the composition of the forests and the state of vegetation, as well as the condition of the fuel load. The most flammable species (Castanea sativa and some laurophyllous species) tend to occur near human settlements and this is of importance for management. Some of these species are expected to increase due to climate change. People involved with the forest fire prevention system perceived the actual fire policy as generally well working and well planned, and they perceive preparedness as strong, although discussions showed that the prevention of accidental fires is not addressed by the current fire policy. Effective prevention requires accurate information about the social aspects of forest fires, which until now has not been available in Ticino. Mechanisms leading to fires are not very well understood by locals, although many people identify correctly some technical aspects of forest fires. Depth of understanding is related to geography, gender, age, profession, marital status, income and life-style. Differences between these socio-demographic groups and geographical patterns suggest that prevention needs to be better targeted and that the population cannot be treated as a homogeneous entity. We conclude the dissertation with a series of recommendations for local authorities and people involved in the forest fire policy setting. These recommendations concern climate, vegetation flammability and forest fire prevention in Ticino.

This dissertation aims to demonstrate the development, meaning and significance of cultural infrastructure in the cities of Skopje, Belgrade and Sarajevo (1945-1991). In the historic context, culture became the fundamental critical tool with which to yield a vivid cultural scene, and it coincides with the emergence of remarkable cultural artefacts - including 'the right architecture'. The thesis recognizes a common (Yugoslav) Creative Model behind this âmovementâ, which stimulated and anticipated the emergence of the elements that eventually form the cultural artefacts. For the purpose of studying the strengths and weaknesses of the model, the exercise investigates the extensive body of cultural creations which emerged through the model. As such, the thesis highlights the flow of creativity, and the particular understanding of creativity as a âlife qualityâ in support of the theoretical concept of balance which emerged in the local context - striving for equilibrium between the man-made, the human (civic) and the natural environment. The aims of the research are threefold. Firstly, to understand the objectives on which the model is created; secondly, to reposition the object â cultural artefact â as a departure point of analysis of the model; and thirdly, to analyze the evolution of the cultural infrastructure in the environments to trace the transformations of the model. To that end an analysis of the entire cultural creation of the epoch has been carried out in relation with the specific interest of the thesis. The exercises are conducted by drawing from the primary data sets (the press: both architectural and cultural magazines) and the secondary sets of data (original documents and testimonials with the protagonists: wider cultural milieu). Bridging the epistemological gap in the academic discourse, exemplifying the selected cities not as isolated case studies but in comparative synthesis, the thesis positions these rich cultural, spatial and social qualities (collected in the form of a critical archive) and their common Creative Model as the possibility to depart from the neo-liberal paradigm still affecting regions globally and to re-imagine our own current models for human settlements in ways more open to people, nature and culture.

Bamboo – identified as a Non Timber Forest Product (NTFP) – offering optimal mechanical properties for construction purposes, and at the same time little studied among contemporary building materials, is paradoxically most used in precarious housing. The use of natural resources within the context of sustainable development is nowadays considered a subject of vital importance, especially in the construction industry, considered as being the largest consumer of world energy. This work concerns itself with two fundamental contemporary issues: the use of natural resources as a contribution to sustainable development and precarious housing. The topic of housing among the different problems relating to the construction industry is one of the most critical in developing countries since poverty entails precariousness in various aspects of the habitat and particularly in housing. The aim of this thesis is to validate a construction element designed using bamboo as its main constituent. Therefore in the first part, before presenting the composite bamboo structure, the CBS panel (an element designed within the framework of this thesis), the theme of precarious housing in relation to bamboo is examined. A final part gives insight into the appropriation and application of the proposed CBS panel. The first part, devoted to the link between bamboo and precarious housing, analyses the problems concerning social housing in developing countries. To identify how bamboo's use for construction is related to the social habitat, precarious housing is evaluated on the basis of the world view and aspirations of inhabitants. This will help determine the challenges involved in the construction proposals put forward to reduce the complex problems of social housing in the South. In this search, the reality of intermediate cities is examined to obtain a better understanding of the urbanisation phenomenon of metropolises versus the deterioration of the rural habitat within the context of globalisation (Chapters 1 and 2). The second part is devoted to presenting the composite bamboo structure (CBS panel) carrying out simple four-point load bending tests resulting in values that guarantee the element's load-bearing capacity, establishing the existence of a composite behaviour between bamboo and concrete. An experimental study, allowing the interaction between bamboo and concrete to be identified, was carried out. The use of bamboo in construction is validated via mechanical tests, studying the mechanical properties of bamboo and identifying high tensile strength, and confirming the weakness of bamboo, a longitudinal separation parallel to the grain. The investigation contributes to improvement by means of fibre reinforcement: natural, such as jute, and artificial, such as glass fibre, with compression tests made parallel and perpendicular to the fibre (Chapters 3, 4, 5 and 6). The third part concerns the study of appropriation and application criteria, applied to the composite bamboo structure (CBS panel). This part contains theoretical elements and a descriptive study with qualitative methodology that explores appropriation by various populations of Latin America, all involved with a construction project. This revision confirms the hypothesis that social appropriation is a complex issue that includes cultural, social and psychological elements, which are part of the emerging phenomenon of human settlements in precarious areas. The production of social housing is based on the study of the relationship between bamboo, its morphology, its applicability as construction system and the spaces that can be generated. Consequently the different possible forms of housing are presented, developing details of connections between the housing elements, and their chain of production. Quality control is identified as being the most important stage to guarantee the final product. Failure to carry out this control would be to jeopardise the success of not only the CBS panel but also the use of bamboo as resource. We also demonstrate that appropriation of a technology for a target group must be considered not only in relation to this group, but also introduce its use to a superior target group, since the reference factor is important (Chapter 7).
