Skilled worker

A skilled worker is any worker who has special skill, training, knowledge which they can then apply to their work. A skilled worker may have learned their skills on the work experience, on-the-job training, an apprenticeship program or formal education. These skills often lead to better outcomes economically. The definition of a skilled worker has seen change throughout the 20th century, largely due to the industrial impact of the Great Depression and World War II. Further changes in globalisation have seen this definition shift further in Western countries, with many jobs moving from manufacturing based sectors to more advanced technical and service based roles. Examples of formal educated skilled labor include engineers, scientists, doctors and teachers, while examples of informal educated workers include crane operators, CDL truck drivers, machinists, drafters, plumbers, craftsmen, cooks and bookkeepers. Current Skills Gap in Manufacturing: Towards a New Skills Framework for Factories of the Future

In the Factories of the Future framework, cutting-edge ICT developments have been accomplished by the industry, triggering new professional needs, which lead to new learning and training needs and new roles, especially regarding high-skilled labor force. Under this light, in this paper we define and analyze further the reasons triggering what is known as a "skills gap" in the world of European and global manufacturing, before reviewing applied solutions. Missing roles and related manufacturing skills, necessary for the development and progress of Factories of the Future, are then identified, based on surveys which reveal the voices of industrial stakeholders dispersed in the international market. The present analysis was conducted in the frame of the FP7 FoF project "ManuSkills", which aims to study the use of enhanced ICT-based technologies and training methodologies to facilitate an increase of young talent interest in manufacturing and to support their training of new manufacturing skills.

Incorporation of skilled migrants in a host country: insights from the study of skilled Indians in Switzerland

It is commonly accepted that mobility of people, especially of highly-skilled workers, has acquired a much more temporary character. Such fluid patterns of mobility call to attention the need to observe in what way highly-skilled migrants at present relate to their host societies, in the face of lasting expectations to relocate. This paper presents a case study of Indian migrants in Switzerland, who are characteristic for short-term stays. Nearly half of all Indians with tertiary education stay in Switzerland for less than five years. The selection of Switzerland as the case study of migrants’ incorporation in host society matters also in terms of possibilities for integration. With a relatively small Indian population, inter-ethnic contact opportunities are rather limited. This article presents a qualitative analysis aimed at understanding the migratory space of skilled migrants with a particular focus on the effects of migratory plans on creations of their space. The ways in which skilled migrants’ mobilities are embodied is examined by the type of networks and solidarity relations they build up with the local community within their transnational space through their professional and social activities as a response to their need to create local anchorage. The article brings together different strands of research on migrants’ experiences: the literature on their incorporation and transnational activities and investigates the linkages between migratory planning (and mobility) on both.

Over the last two decades, globalisation has accelerated international migration flows, particularly of skilled labour. Yet increasing migration by skilled workers from developing countries («brain drain») has raised serious concerns internationally about the adverse development impact on their countries of origin. This book, however, highlights the positive aspects of skilled labour migration as scientific diasporas are playing a growing role in the transfer of technology, skills and knowledge («brain gain») to their home countries. This is a very significant development in a globalised world where science, technology and knowledge can trigger economic and social transformations. The book presents solid empirical evidence of the contributions scientific diasporas make to their countries of origin, based on primary surveys of skilled migrants from Colombia, India and South Africa employed in Switzerland, a major destination country. The findings lead to a better understanding of the motives for migration, the profile of the scientific diaspora communities in Switzerland, and the varied ways in which they help their home countries. The book makes a significant contribution to the international policy debate and dialogue on migration and development. In particular, it shows how to leverage the potential of scientific diasporas as agents of home country development, by identifying good practices and offering specific recommendations for the countries of origin and of destination.
