Production potentielle

La production potentielle (en anglais, potential output) désigne le niveau de production (mesuré par le produit intérieur brut) le plus élevé qu'un système économique donné peut réaliser tout en étant soutenable, c'est-à-dire sans excès inflationnistes. Concept Le PIB potentiel n'est pas le niveau maximal de production réalisable à un moment donné, mais son niveau maximal soutenable, c'est-à-dire la production maximale sans inflation sur le moyen terme. Le niveau de production potentielle dépend des quantités de facteurs de production disponibles dans l'économie, ainsi que des gains d'efficacité réalisés par les acteurs. La production potentielle est donc, en partie, déterminée par la qualification de la main d’œuvre, par le niveau technologique de l'économie, et les investissements qui y sont réalisés. The impact of fiscal-monetary policy interactions on government size and macroeconomic performance

This paper analyzes the relationship between inflation, output and government size by reexamining the time inconsistency of optimal monetary and fiscal policies in a general equilibrium model with staggered timing structure for the acquisition of nominal money à la Neiss (Neiss, Katharine S. (1999), Discretionary Inflation in a General Equilibrium Model, Journal of Money, Credit and Banking, 31(3), pp. 357–374.), and public expenditure financed by means of a distortive tax. It is shown that, with predetermined wages, the equilibrium rate of inflation is above the Friedman rule and the equilibrium tax rate is below the efficient level. In particular, the discretionary rate of inflation is nonmonotonically related to the natural output, positively related to government size, and negatively related to the degree of central bank conservatism. Finally, a regime with commitment leads to welfare improvements over a regime with discretion.

Access to vaccine technologies in developing countries: Brazil and India

This study, conducted by visits, interviews, and literature search, analyzes how vaccine manufacturers in Brazil and India access technologies for innovative vaccines: through collaborations with academia and research institutions, technology transfer agreements with multinational corporations, public sector, or developing country organizations, or by importation and finishing of bulk products. Each has advantages and disadvantages in terms of speed, market, and ability to independently produce the product. Most manufacturers visited are very concerned about avoiding patent infringement, which might result in undeveloped or delayed products because of a lack of mastery of the patent landscape. Disregarding the patent picture could also threaten the market of a potential product. Although it is too soon to assess the effects of TRIPS on vaccine technology access in Brazil and India, a good understanding of intellectual property management will be useful. A case study on development of a new combination vaccine illustrates these findings.
